A bipartisan bill proposed by Sen. Mark Kirk, R-Ill and Sen. Kirsten Gillibrand, D-NY would make the sale of a firearm to a prohibited possessor a felony, punishable by up to 20 years in federal prison.
This bill was originally proposed in 2013, but did not pass. The renewed interest comes on the wave of recent shootings and focus on gun laws.
Gillibrand said that 90% of all guns in New York City are from another state, many of them from southern states where she says the gun laws are weaker.
With no federal law addressing gun trafficking, Gillibrand said this will help them fight illegal gun activity.
Exceptions will be made for gifts and inheritance, as long as the individual is not prohibited from owning a firearm at a federal, state or local level.
